Italian regulator draws criticism for blocking AI chatbot ChatGPT


Italy's ban on the conversational artificial intelligence (AI) ChatGPT sparked a lot of controversy among the tech industry and in the country. Italian Deputy Prime Minister Matteo Salvini criticized that the blocking for privacy reasons seemed excessive.

This action by the independent agency marked the first instance of a Western country taking action against a chatbot that operates on artificial intelligence.

Italian Deputy Prime Minister brought to Instagram to share his thoughts: "I think the Privacy Watchdog decision forcing #ChatGPT to prevent access from Italy is disproportionate," reads a translated version of his post.

Salvini expressed that the measure of the regulator was hypocritical since there are dozens of services based on artificial intelligence and named examples like Bing chat. Salvini said common sense was needed as "privacy issues affect virtually all online services."

The ChatGPT ban could harm domestic business and innovation, Salvini said, adding that he hoped a quick solution would be found and the chatbot's access to Italy would be restored.

โ€œEvery technological revolution brings great changes, risks and opportunities. It is right to control and regulate through international cooperation between regulators and legislators, but it cannot be blocked,โ€ he said.

Ron Moscona, a partner at international law firm Dorsey & Whitney in their London office and an expert on technology and data privacy, heard another objection to the ban. He said the ban by Italian regulators comes as a surprise, as it is unusual to completely ban a service due to a data breach incident.

Following the authorities' request, OpenAI has blocked ChatGPT for users in Italy. However, the company stated that it adheres to privacy regulations in Europe and is willing to cooperate with Italy's privacy regulator. OpenAI claimed that it takes steps to minimize personal data when training its AI systems, including ChatGPT, as its goal is for AI to gain knowledge about the world and not gain information about specific individuals.

The AI โ€‹โ€‹chatbot is not only encountering difficulties in Italy, but is also under scrutiny in other regions of the world. The Center for Artificial Intelligence and Digital Policy (CAIDP) filed a complaint against ChatGPT on March 31 with the aim of preventing the deployment of powerful artificial intelligence systems to the general public. The CAIDP characterized the chatbot as a "biased" and "misleading" platform that jeopardizes public safety and confidentiality.
